Elijah sits on a mountaintop (2Kings 1.8)
and is summoned by the king to come down
delivered by a captain of fifty and his fifty (51).
'Man of God' says the captain, 'my king summons you to come down.'
Elijah says Indeed, if I am a man of God, let fire come down and destroy you and your fifty: Fire killed all 51.
The king dispatched another captain and his fifty: Fire killed all 51.
And a third 51 arrive. The third captain and his 50 are spared.

(3*51) sent, one group (51) remained alive with Elijahs message.
Most likely the 51 for repentance comes from the Jubilee Year (50th).
